Data and evidence
- is data being used to help monitor compliance with the policy and hold relevant entities accountable for their roles in implementation?
- is data collection ongoing during implementation? This needs to provide real-time feedback, enabling issues to be identified and addressed promptly
- can it be “built-in” to new processes if not they are not already available?
- is data and evidence from reporting and monitoring being used to communicate the continued rationale behind the policy, its expected outcomes, and progress to the public and other stakeholders?
- has IGEES been involved in helping to establish the relevant set of performance metrics?
Feasibility and implementation
- has the final project plan been prepared such that project milestones and objectives are in line with the wider strategic objectives of the policy itself?
- is there reliable confirmation that the required resources, particularly staffing identified at the planning phase, have been provided?
- are the early warning systems being managed and monitored so that performance and governance mechanisms have been effectively adhered to? Are these systems also supporting timely and appropriate action where noncompliance is an issue?
- is it clear to all involved who are the people leading and accountable for delivering the policy and what their leadership roles involve?
- are there effective monitoring, reporting, and communications processes in place to facilitate effective leadership during implementation?
- are governance and risk mechanisms established and operating effectively from day one, including the monitoring and evaluation framework?
Legitimacy
- are all internal and external stakeholders included, informed, and consulted throughout the monitoring and evaluation process? Are there systems and mechanisms being used to check this?
- are their mechanisms in place that ensure appropriate stakeholders (internal and external) have now been fully engaged and that a two-way communications process is maintained while policy is being implemented?
