Phase 4: Checklist for decide policy proposals and the three-pillar framework



Data and evidence

  • have you explained how and why existing data and evidence support the proposed policy?
  • have any uncertainties about the proposal been shared in an upfront and clear way?

Feasibility and implementation

Has a project management plan been developed? Does it include:

  • inputs
  • activities, including project monitoring
  • resources
  • outputs, and
  • timelines?

Has a list of parties involved in each activity been developed? Does it specify those responsible, those accountable, those actions who should be consulted, and those who must remain informed? Has this list been shared?


Legitimacy

  • has approval been sought from stakeholders and veto players?
  • has there been communication about the benefits and importance of the policy to the public, stakeholders, and decision-makers? Did it address any concerns or misinformation that may have arisen during the process of seeking approval? How was the effectiveness of communication checked?
  • have you communicated with relevant stakeholders about how their perspectives and feedback have shaped the policy? Stakeholders include experts, affected communities, businesses, NGOs, and other government agencies
  • has a Regulatory Impact Assessment (RIA) been conducted for the proposed policy?
