Department of Transport Gender Pay Gap Report 2025

The Department of Transport has today, 20 November published its Gender Pay Gap Report 2025. This report is the result of analysis of payroll metrics as of the snapshot date of 30 June 2025.

The gender pay gap is the difference in the average hourly salary of women and men across the Department of Transport. The Department of Transport’s 2025 mean gender pay gap is 12.99% and the median gender pay gap is 14.97%.

Since the 2024 Gender Pay Gap Report, the Department’s mean gender pay gap has decreased by 5.11% (a drop of 0.70 percentage points from 13.69% to 12.99%). In addition, despite the low female representation in the Department’s Professional and Technical (P&T) grades as outlined in the report, the mean gender pay gap for P&T grades in the Department is 0.54% in favour of females.

In the Department of Transport, pay rates for each grade are set out in published civil service pay scales which apply to all staff according to their grade and incremental service points. Variations in employee pay can arise from a range of complex factors, such as occupational segregation and work patterns. The Department remains dedicated to narrowing these gaps further and are pursuing continued efforts for 2026.

The gender pay gap reduction can be attributed to the proactive measures and initiatives implemented by the Department to promote gender equality and support female representation in various roles. These initiatives as outlined in the report include offering flexible working arrangements, implementing gender balanced interview boards, and providing unconscious bias training for interviewers. Additionally, the Department has launched an Executive Coaching Programme and provided inclusive leadership training to senior leaders. By fostering an inclusive work environment and providing equal opportunities for career advancement, the Department has continued its progress in narrowing the gender pay gap.

This reflects the Department of Transport’s continued commitment to ensuring it has a diverse and inclusive workforce as it is essential in achieving gender balance and enhancing overall organisational performance. Our employee experience initiatives and our dedication to the Public Sector Equality and Human Rights Duty, are strategically developed to build a diverse workforce that not only represents the communities it serves but also drives innovation and excellence in the transport sector.
