In line with the commitment made in the Programme for Government to work with stakeholders with the objective of lifting the passenger cap at Dublin Airport, the Minister for Transport has published the General Scheme for the Dublin Airport (Passenger Capacity) Bill 2026, which sets out the legislative approach to be taken to meet that commitment.
As set out in the General Scheme, the Minister for Transport will be empowered to amend or revoke a planning condition that limits passenger capacity at Dublin Airport. In making an order the Minister will take account of the outcome of any necessary environmental assessments to be undertaken by An Coimisiún Pleanála.
This approach is to ensure the sustainable development of Dublin airport through compliance with applicable EU law, while balancing the rights of local residents with the objectives of Ireland’s National Aviation Policy and the needs of business and tourism.
