Moving Together: A Collaborative Approach to Systems Change in Transport 2026–2030 was developed to fulfil a commitment in the Climate Action Plan 2023. CAP23 reinforced the ‘Avoid-Shift-Improve’ paradigm as Ireland’s framework for achieving the most effective and equitable pathway towards transport decarbonisation, with each component mutually re-enforcing the other.
The ‘Shift’ and ‘Improve’ elements are respectively provided through Government investment in public transport, shared mobility and active travel under the Sustainable Mobility Policy (2022–2030) and through policies that support the proliferation of alternative fuels in transport and the roll-out of electric vehicles (EVs). Purpose of Strategy
The Strategy is a high-level document – its primary aim is to encourage collaboration across the public, private and community sectors and to find innovative ways for supporting more efficiency and less congestion across the transport system. It has been developed to support, guide and enable appropriate authorities and entities, in the public and private domain, to contribute to systems change in a coherent, evidence-based manner. In line with its development, the strategy will be implemented with four key principles in mind: Just Transition, Accessibility and Inclusion, Rural Recognition and Economic and Financial Sustainability.
Consultation Process
To develop Moving Together, the Department of Transport undertook an extensive public consultation and stakeholder engagement process during 2024. A summary report of this process can be viewed here.
SEA and AA Screening
Screening processes undertaken in respect of the European Strategic Environmental Assessment (SEA) Directive, and transposing Regulations, and the European Habitats Directive, and transposing Regulations, determined that the strategy is not likely to result in significant environmental effects and was not foreseen to have any likelihood for significant effect on any European site Accordingly, there was no requirement for a SEA or a Stage Two AA (including the preparation of a Natura Impact Statement).
