A primary requirement was to establish the lengths and areas of various categories of non-national roads that require various types of remedial works.

The review of Pavement Management Systems was carried out as part of project commissioned by the Department of the Environment, Heritage and Local Government to carry out a Pavement Condition Study of the Non-National Road Network in Ireland.

Pavement Condition Study Report
The Department of the Environment, Heritage and Local Government (DEHLG) commissioned RPS–MCOS Ltd. and PMS Pavement Management Services Ltd to carry out a pavement condition study on the Non-National roads.
