About the T-SAP II Plan

What is the T-SAP II?

T-SAP II stands for Transport Sectoral Adaptation Plan. It’s Ireland’s national plan for preparing the transport system including roads, rail, airports, and ports, for the impacts of climate change. It sets out the risks, actions and priorities needed to build a safer, more resilient transport system.

How is this different from other climate plans?

Most climate plans focus on climate change mitigation, or reducing emissions associated with the transport sector. T-SAP II focuses on adaptation, preparing for the changes that are already happening, like flooding and storms. It builds on the original T-SAP (2019) and uses updated science, better data, and stronger integration across sectors and regions.

What is climate adaptation?

Adaptation means taking steps to protect people, places and systems from climate change impacts like flooding, sea level rise and storms. It’s about being prepared.

(Mitigation is different, it’s about reducing emissions to limit future climate change.)

Why does transport need its own climate plan?

Transport is essential to daily life for commuting, deliveries, emergency services and more. It’s also highly exposed to climate impacts. This plan ensures that Ireland’s transport system can continue to function safely and efficiently as our climate changes.


About the consultation process

Why is public feedback important?

Because climate change affects everyone. Your input helps make sure the plan reflects real-life experiences and is fair, inclusive and reflects local needs.

How was the draft T-SAP II developed?

The Department of Transport led the development of T-SAP II, with support from AECOM and other technical advisors. It draws on:

  • climate projections from the Met Éireann and Irish climate experts
  • risk assessments for roads, active travel, rail, ports, airports, and public transport
  • policy commitments under Ireland’s Climate Action Plan and National Adaptation Framework
  • feedback from transport operators, public bodies and experts
  • lessons from the first T-SAP public consultation in 2019

Will the plan change based on consultation feedback?

Yes. Responses will be carefully reviewed and analysed. Key themes and suggestions will help shape the final version of the plan. A “You Said, We Did” section in the report will show how feedback was used.

Can you comment on specific parts of the draft plan?

Absolutely. Whether you want to comment on a particular action, region or risk, you can do that through the online survey or by contacting the department via post or email.

Who should take part in this consultation?

Everyone is welcome to participate. We especially want to hear from:

  • individuals and families
  • community and youth groups
  • people with disabilities and older adults
  • transport users and workers
  • NGOs, local authorities and businesses

Will your response be confidential?

Yes. All responses will be stored securely and handled under GDPR. If we use quotes, they’ll be anonymous unless you give us permission to include your name.

What happens after the consultation closes?

  • we will review and analyse all the feedback
  • a Consultation Summary Report containing a “You Said, We Did” section will be published
  • the final version of the T-SAP II will be updated based on what we heard
  • updates and next steps will be shared via the consultation webpage
