Description
ESB Wind Development Limited have applied for a Foreshore Licence to carry out Site Investigation works at a site named "Helvick Head Offshore Wind". This site is situated to the south of County Waterford and to the southeast of County Cork and along potential export cable corridors from the array area back to the shore and at potential cable landfall areas.
This Foreshore Licence Application relates to proposed Site Investigation works only.
These activities are required in order to inform the overall project feasibility, conditions at site and along the cable route. Potential future works would relate to the development of the wind farm and associated ancillary features, with a potential output of circa. 700-800 MW.
The proposed Site Investigations works will be used to:
- gather further information on seabed and sub-seabed information.
- gather sufficient geotechnical data to allow the characterisation of the sub-seabed strata.
- collect accurate wind and metocean (wave, current, tide and water levels) information.
- provide the project team with baseline information on the environmental conditions at the site, including marine ecology, bird, mammals and benthos.
- provide the project team with information on the archaeological conditions at the site.
Proposed Site Investigation Works:
Geophysical surveys proposed include:
- Multibeam Echosounder (MBES)
- Side Scan Sonar (SSS)
- Sub-Bottom Profiling (SBP) / Ultra High Resolution Seismic (UHRS)
- Magnetometer Survey
Geotechnical surveys proposed include:
- Boreholes
- Cone Penetration Testing (CPT)
- Vibro Core (VC) / Grab Sampling
- Down the Hole testing
- Trial Pits
Oceanographic & Metocean surveys proposed include:
- Equipment Deployment & Recovery from a vessel
- Acoustic Doppler Current Profiler (ADCP) to measure ocean currents
- Wave Buoys
- Floating Lidar Buoy to measure wind speed at height
Environmental/Ecological & Archaeological Surveys proposed include:
- Benthic Sampling
- Static Acoustic monitoring
- Archaeological Surveys

Making a submission
Any person who wishes to make an objection to, or a representation in respect of the grant of the Licence sought as part of this public consultation should do so in writing, giving reasons, between 14th February 2022 and15th March 2022 (quoting ref: FS007136) to the Minister for Housing, Local Government and Heritage, Foreshore Section, Department of Housing, Local Government and Heritage, Newtown Road, Wexford, Co. Wexford or email foreshoreORE@housing.gov.ie . The closing date for submissions is close of business on 15th March 2022 .
All objections and representations received will be forwarded to the applicant for comment prior to any decision being made in the matter.
