Insolvency Service of Ireland (ISI) publishes 2025 Annual Report

The Director of the ISI, Michael McNaughton, today published the ISI Annual Report 2025.

Highlights of the 2025 Annual Report include:

  • 1,085 Protective Certificates issued, 88% of which were for Personal Insolvency Arrangements, the solution that deals with mortgage debt.
  • 937 debt solutions were put in place.
  • A representative sample from 2025 shows that, of those borrowers who availed of a PIA, 96% had terms which saw them remain in their family home while 33% of borrowers had a reduction in their mortgage debt through a write-down.
  • 85 people were adjudicated bankrupt, with 75 people exiting bankruptcy.

Commenting on the Annual Report Mr McNaughton said: “While inflation moderated from the significantly elevated levels experienced in previous years, many households continued to experience significant financial pressure in 2025 arising from the overall cost of living. In this environment, Ireland’s personal insolvency framework remained an important support for individuals and families experiencing unsustainable debt difficulties. The framework provides structured debt resolution options designed to help people address unsustainable debt in a fair and orderly way, while supporting borrowers, where possible, to remain in their homes and return to financial stability.” Mr McNaughton noted that ”The personal insolvency framework is primarily being used by individuals and households with more typical levels of debt, rather than exceptionally large debts which can sometimes attract disproportionate public commentary. The framework continues to provide practical solutions for ordinary borrowers facing unsustainable financial pressures.”
