Appointments to CORU Registration Boards - 24 June 2021

Following a Public Appointments Service (PAS) campaign, and with the consent of the Minister for Enterprise, Trade and Employment, the Minister for Health, Stephen Donnelly TD, has appointed the following as members of Registration Boards:

Social Workers Registration Board

Mr Hugh Farrell from 24 June 2021 to 20 June 2025

Hugh has had an extensive career in the area of Health and Social Services, having held a number of middle and senior management positions in the Western Health Board, in Community and Hospital Services over a period of 24 years, followed by 17 years as Regional Manager with the Irish Wheelchair Association, until he retired in 2020, from the post of Regional Manager, Community Supports, HSE CHO Areas 1,2,3 and 8. Hugh has a keen interest in Health and Social Care matters, Social Inclusion and Disability issues.

He is currently a Board Member of a number of Community Organisations, including North Leinster Citizens Information Service and Employability Midlands, Chairman of Westmeath Local Community Development Committee, Member of Westmeath Public Participation Network Secretariat, as well as being a Member of the Finance Committees of Longford and Westmeath and Louth Meath Education and Training Boards and of the Audit and Risk Committee of Louth and Meath Education and Training Board.

Ms Miriam O’Callaghan from 24 June 2021 to 20 June 2025

Miriam has extensive experience in the Health Services at senior operational level including Area Recruitment Manager for the HSE, Project Manager for the construction of the new Midland Regional Hospital Tullamore and Hospital Manager. Miriam brings her previous experience as member of State Boards including CORU Physiotherapy Registration Board, her Chairmanship of National Committees with sporting bodies including a term as National President of the Camogie Association and her work with Local development groups. Miriam is a trained investigator with the HSE and has an Advanced Diploma in Personal & Executive Coaching & holds a Diploma in Mediation & Conflict Resolution, National University of Maynooth.

Dietitians Registration Board

Mr Colm Scott-Byrne from 24 June 2021 to 20 June 2025

Colm is a practising barrister at the Law Library, whose areas of practice are predominantly personal injuries and medical negligence, judicial review, disciplinary procedures and professional regulation and public law. He has a particular interest in medical law, medical ethics and professional regulation. Colm has previously worked as the Bar of Ireland and Irish Council for Civil Liberties Procedural Rights Fellow 2020 and also has significant lecturing experience in this area of the law. He is the course coordinator and a lecturer and tutor on the Advanced Diploma in Medical Law at the King’s Inns and has also given lectures

in medical law at the Law Society, Trinity College and the Royal College of Physicians. Colm is a facilitator on a workshop on “Ethics for General Medicine” on the Higher Specialist Training Programme in General Medicine for the Royal College of Physicians in Ireland.

Medical Scientists Registration Board

Ms Karen Watret from 24 June 2021 to 8 November 2022

Karen is a partner at Doyle Solicitors and specialises in Healthcare law in particular medical defence litigation, data protection regulation, medical ethics, risk management and professional negligence and represents State Bodies, Hospitals and healthcare professionals across all Courts and Tribunals.

Karen has a BSc in Microbiology, a PhD in Immunology and was a post-doctoral research fellow in HIV/AIDS Immunology. She has many years’ experience in research and development and laboratory diagnostics in both Hospitals and the Biotechnology industry.

Karen was appointed as a Chairperson for the CORU Education and Training Review Teams in 2018 and she currently sits on the Clinical Research Ethics Committee of the Cork Teaching Hospitals.

Podiatrists Registration Board

Dr Éamonn Kelly from 24 June 2021 to 15 October 2021

Éamonn is a Lecturer in Project Management, and Programme Director, at Kemmy Business School, University of Limerick. His professional experience includes working as PMO, Governance & Strategy Lead at Saolta University Health Care Group, Senior Project and PMO Manager in the Department of Communications, Energy and National Resources, Programme and PMO Manager in the Department of Environment and Programme Management Office Lead at Bord Gais Eireann. In a career that has spanned 25 years, Éamonn has worked closely with boards and executive teams across multiple sectors to increase oversight, transparency, and accountability. As an experienced project and portfolio management practitioner, Éamonn has been tasked with delivering cornerstone initiatives that included enterprise system implementation, governance, and business/digital transformations.

Radiographers Registration Board

Mr David Delaney from 24 June 2021 to 23 January 2022

David is an Economist, who has worked in the public sector in the Department of The Taoiseach and Enterprise Ireland. David subsequently has worked in the pharmaceuticals sector across Europe with GlaxoSmithKline and Viatris, and the financial services sector with NCR Corporation, across Europe, the Middle East, Africa and Asia. David is currently the Head of Policy & Market Access in Europe NW with Viatris, and is the Chairperson of the pharmaceutical Trade Association in Ireland, Medicines for Ireland. David is also a Board Member of the European pharmaceutical Trade Assocation, Medicines for Europe, and is a Board Member of The Irish Medicines Verification Organisation.
