The Open Data dataset on Public Procurement from the eTenders platform offers a transparent and detailed view of public sector procurement in Ireland. Managed by the Office of Government Procurement (OGP), it includes data on tender notices, contract awards, procurement procedures, and supplier details across a wide range of sectors and public bodies. A significant enhancement to this dataset stems from Circular 05/2023, issued by the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation. This circular, which replaced Circular 10/2014, introduced strengthened measures to support small and medium-sized enterprises (SMEs) in accessing public contracts. One key requirement mandates that all contract award details over €25,000 (excluding VAT) must be published on the eTenders website upon contract signing—even if the procurement process was conducted outside the platform. This measure has improved the completeness and utility of the dataset, reinforcing its role in promoting transparency, accountability, and SME participation in public procurement. The dataset is openly accessible and regularly updated, making it a valuable resource for researchers, businesses, journalists, and policymakers.
