Public Procurement in Ireland: A Roadmap for Digital Development (2025–2031)

The Office of Government Procurement’s eProcurement Development and Support team have published Public Procurement in Ireland: A Roadmap for Digital Development.

Every year, billions of euros are spent by public bodies on goods, services and works. Yet, the process can be complex, time-consuming and difficult to navigate. This roadmap sets out a clear direction for making that experience simpler and more efficient through digital development.

A well-functioning procurement system supports better public services, value for money and transparency. Digital tools can reduce administrative burden, improve data collection and make the process more intuitive for everyone involved—from experienced professionals to occasional users.

The roadmap outlines the vision for user-focused digital solutions that make it easier to navigate the entire procurement journey. It identifies four key enablers:

  • User-Centricity: Designing solutions around real user needs.
  • End-to-End Journey: Connecting all stages of procurement for a seamless experience.
  • Collaboration: Working together across government and with suppliers.
  • Alignment: Ensuring consistency with national and European digital strategies.

It also sets out an initial timeline of actions, including co-design workshops, quick-win projects, and a decision on delivery options. The benefits will include faster processes, better data for decision-making, and improved participation by suppliers.
