Multi Supplier Framework Agreement for the provision of ICT Research and Advisory Services



Goods and services that this framework agreement offers

Online access to an extensive range of international primary and secondary vendor neutral research material on the ICT Industry. The forms of research material which may be required include white papers, ICT product and vendor evaluations, ICT industry best practices, forecasts, market trends, road maps, market guides, reports on national and international public and private ICT sectors and case studies.

Access to decision making tools and templates including benchmarking tools, assessment tools, role based diagnostic tools, ICT contract templates, risk assessment tools, ICT evaluation models and cost models.

Access to ICT Industry Analysts via phone or teleconferencing facilities.

ICT topic specific workshops for Framework Clients.

Networking opportunities (both virtually and in-person) with other ICT professionals, managers and leaders from both the Public and Private Sector, for example, Peer Networking Forums.

ICT Events, for example, Seminars/ Conferences/ Summits/ Briefings.

Support for Client run Events, for example, client run conferences etc.

Review and advice on ICT contractual terms and conditions, for example, contracts for Cloud based services.

Who can use this framework agreement

Ministers of the Government of Ireland, Central Government Departments, Offices, and non-commercial Agencies and Organisations which have a formal reporting and legal relationship to Central Government Departments, including all local authorities in Ireland (themselves including regional assemblies, local enterprise boards, and library bodies);

Entities in the Irish health sector, including but not limited to the Health Service Executive (HSE) and the Health Information and Quality Authority (HIQA), provided that such entities are contracting authorities within the meaning of Regulation 2 of the European Union (Award of Public Authority Contracts) Regulations 2016 (Statutory Instrument 284 of 2016);

Contracting authorities, which are Third Level Educational Institutions (including universities, technical universities, institutes of technology, and members of the Education Procurement Service). HEAnet, its member institutions and subsidiaries;

Contracting authorities, which are Education and Training Boards (ETBs), ETB schools, primary, post-primary, and special schools, as well as ETBs acting on behalf of schools;

An Garda Síochána (Police);

The Irish Prison Service;

The Defence Forces;


Contract Dates

Valid from: 14th Dec 2023

Expiry: 13th Dec 2025

Contract extensions may be available for this arrangement; please check the Buyer Zone or contact support@ogp.gov.ie for further information. Specifically, if you are concerned that the expiry date will have an impact on your requirements.


How to use this framework agreement

The procedure for the award of a Services Contract under this Framework is by way of Mini-Competition, following a Supplementary Request for Tenders issued by a Framework Client.

Process Steps:

1. Verify the value of the requirement and select appropriate Framework Lot.

2. Define requirements and specifications. Identify the Evaluation Award Criteria. Complete the SRFT Documentation

3. Return completed SRFT Documentation to the OGP.

4. Provide responses to any clarification queries received.

5. Conduct an evaluation process. Complete evaluation report. Approve and issue outcome letters.

6. Conclude contract with successful tenderer. Provide Contract Award Notice for publication
