Going forward clients are requested to access services under this Framework Agreement using the Self-Serve functionality provided via the eTenders platform. All documents to assist you with self-serve functionality are available on the Buyer Zone.
This framework agreement provides for a range of services in public relations and communications.
Goods and services that this framework agreement offers
Individual contracts awarded under the Framework Agreement will be valued at or above €143,000. The Services may include but are not limited to:
- Audience level insight and expertise;
- Implementation of PR activity both online and offline;
- Press release writing services;
- Stakeholder communications and engagement services (including stakeholder events);
- Internal communications strategy and services;
- Digital PR and communications services (either uniquely or in conjunction with other service providers);
- Social media management and/or “social listening”;
- Effective crisis planning and management services;
- Public consultation, and facilitation of community relations services;
- Issues management (particular policies and goals) services;
- Corporate Social Responsibility services;
- Public affairs, political engagement and consulting services;
- Management of key thought and opinion leaders relevant to supporting broader government policies;
- Media relations and general communications management (including press conferences/press calls and associated activities);
- Media training for key spokespersons (in conjunction with other service providers if necessary); and
- Communications strategy, campaign development and delivery.

Contract Dates
Valid from: 1 Nov 2024
Expiry: 31 Oct 2026
Contract extensions may be available for this arrangement; please check the Buyer Zone or contact support@ogp.gov.ie for further information. Specifically, if you are concerned that the expiry date will have an impact on your requirements.
How to use this framework agreement
This framework is designed to assist clients in awarding a Services Contract to address requirements from across the range of eligible services and where the estimated value of the contract exceeds €143,000 (exclusive of VAT) over a typical 4-year Term. It can be used by clients that wish to use a firm for a defined high-spend single project or for a period of time, to deliver a defined range of services.
On each occasion that you propose to award a Services Contract through mini-competition, where you as contracting authority require the assistance of the OGP in running the competition, you must complete a Supplementary Request for Tender (SRFT) which is available for download from the Buyer Zone on www.procurement.ie.
The SRFT is in a standard format and is designed to make it easy for you to define what you want and for Framework Members to respond to you.
The SRFT must clearly state the scope and requirement of the services needed and any particular terms. The completed SRFT must be sent by e-mail to OGP at the following e-mail address - support@ogp.gov.ie for review.
Alternatively, should you decide that your organisation has the expertise and experience to conclude the procurement process without additional assistance from the OGP, a self-serve option is available whereby you, as contracting authority, complete the process without the assistance or guidance of the OGP To get started please see the User Guide which is available on the Buyer Zone.
