EU funded renovation project transforms Kilcarn Government Offices, Co. Meath

The Office of Public Works (OPW) is delighted to announce the official opening of Kilcarn Government Offices in Navan, Co. Meath. The campus is home to a number of Government Departments and agencies including Department of Agriculture, Food and Marine, Department of Education, Road Safety Authority (RSA), Probation Service and the National Parks and Wildlife Services.

The extensive redevelopment project, supported by the European Union, Next Generation EU fund, has transformed the Kilcarn building into a modern, energy-efficient workplace. This project showcases how sustainability, innovation and forward thinking design can successfully be integrated into the renovation of our building portfolio.

Minister of State with Responsibility for the Office of Public Works, Kevin “Boxer” Moran T.D. stated: "We are proud to lead the way in sustainable infrastructure projects that not only improve the functionality of our building portfolio but also contribute positively to the environment and local biodiversity. The Kilcarn Government Offices renovation project is a testament to the commitment of the OPW to deliver fit-for-purpose office accommodation that prioritises sustainability, energy efficiency and life cycle costing. The project not only enhances the workplace environment for public servants but also contributes to Ireland’s climate action and biodiversity objectives”.

Kilcarn Opening

The renovation involves redesigning the original façade to improve thermal performance, eliminating the need for air conditioning and reducing operational energy use. Installing a new, highly efficient heat pump system with PV solar panels reduces reliance on fossil fuels and promotes the shift to renewable, clean energy. As a result, the building’s energy rating has improved from a “D rating” to an “A rating.”

The project also places a strong emphasis on improving biodiversity. Swift nesting boxes have been integrated into the building façade, providing safe nesting homes for these protected birds. The nesting boxes are equipped with an internal cavity and specially sized entrances to support swift colonies. A special speaker system has also been installed to attract birds to their new homes.

Funded through the National Recovery and Resilience Pan (NRRP), with support from the European Union’s Recovery and Resilience Facility (EU RRF), the project was delivered on time. The project is just one example of OPW's commitment to deliver sustainability, energy efficiency and fit for purpose buildings for civil servants.
