Launch of the OPW Statement of Strategy 2025-2028

The Statement of Strategy for the Office of Public Works 2025 to 2028 sets out a clear purpose, mission and vision for the organisation. It outlines the key objectives and commitments to be implemented through OPW’s continued collaboration with our client organisations and stakeholders.
The OPW is a key service provider to the Government, managing the State’s property portfolio, maintaining and showcasing Ireland’s heritage buildings, and managing flood risks. This includes delivering infrastructure projects for and on behalf of client departments and agencies.
The Strategy sets out clearly and concisely the role, functions and strategic goals for the OPW over the next three years.
The three guiding principles that underpin the Strategy are as follows:
- Commitment to better public service;
- People first approach to everything we do; and
- Sustainability in how we work.
Four Strategic Goals provide the guiding structure for the new Strategy. These are as follows:
- Goal 1: Flood Risk and Coastal Change – Manage flood risk effectively and support the management of coastal change risks, through evidence-based, sustainable and climate-resilient approaches.
- Goal 2: Estate Management - Maximise the use, efficiency and value of the OPW accommodation portfolio, while meeting the operational needs of clients and customers.
- Goal 3: Heritage - Conserve, protect and enhance Ireland’s built and natural heritage and interpret, present and promote the national heritage estate in our care.
- Goal 4: Capability and Culture - Enable organisational capability, cohesiveness and a culture of delivery, accountability and excellence, through the skills, leadership and commitment of our people.
Strategically framing the OPW’s work across these guiding principles and goals will help to efficiently provide public services, address new challenges and deliver on the Governments’ commitments.
