The Capital Works Delivery section consisting of technical administrative staff based in OPW Head Office in Trim, in 1 George’s Quay and Claremorris, working within the framework of the overall Statement of Strategy provides design and project management services to deliver construction projects to client agencies in accordance with their brief.
The Section works collaboratively with multidisciplinary experts and consultants from within and outside the OPW to deliver projects for client agencies such as An Garda Síochána, Department of Social Protection, Department of Transport, Department of Education, Department of Foreign Affairs and the Data Protection Commissioner. The nature of the projects delivered by the section is diverse reflecting the varied needs of our clients and broadly categorised as follows:
Garda Investment Programme – Intermediate Projects
New Garda District Headquarters, Bailieborough, Co. Cavan was included in the Garda Capital Investment Plan 2016 - 2021. The project commenced in January 2022 and is programmed to be completed in 2025. An Garda Síochána Property and Exhibits Management System (PEMS) stores at Drogheda commenced construction in Q4 2024. PEMS Tallaght and PEMS Naas are also being progressed.
School Building Programme
The last two of ten National School building projects allocated to the OPW from Department of Education are currently being delivered by the section. Craughwell National School was made available to staff and students for the academic year 2024-2025. Cnoc An Éin National School is reaching completion of detailed design and awaiting approval from the Department of Education to proceed to tender stage.
Irish Coastguard Building Programme
The Irish Coastguard Programme consists of over twenty sites, identified by the Department of Transport where Coastguard stations are required. The Capital Works Delivery Section has one project in Westport under construction, with another at Greystones going to planning in Q3 2025.
Retrofit Projects
Related to Government’s target of 30% reduction in CO2 emissions by 2030 and a 50% improvement in public sector energy efficiency several buildings have been identified and approved for upgrade works to be carried out. Capital Works Delivery is managing two such projects at Sligo Pensions Office and Renmore, Department of Defence buildings.
Office Fit-out Projects
There are a number of office fit-out projects being delivered through Capital Works Delivery, Bishops Sq. was handed over to the client, the Department of Foreign Affairs in 2024; 6 Pembroke Row for the Data Protection Commissioners was handed over to the clients in June 2025, while the Infinity Building in Smithfield will achieve substantial completion in 2025.
