Advisory Counsel Grade I - Group F

The Advisory Counsel Grade I – Group F role leads and manages the advisory group responsible for legal work in the areas of Health, Civil Liability, and Family Law.

Key responsibilities include:

  • coordinating and supervising the delivery of legal advice across health‑related statutory schemes, bioethics, medical regulatory frameworks, public health powers, accountability frameworks and clinical governance issues
  • advising on civil liability, including tort law, mass claims and personal injury legal policy, and legal questions arising from State indemnities, redress schemes and legacy/historical matters
  • overseeing advisory work in family law, including guardianship, custody, adoption, , and matrimonial law, particularly where Government policy intersects with constitutional and human‑rights obligations
  • supporting and advising on the drafting of legislation across these domains, ensuring compliance with constitutional standards, EU law, the European Convention on Human Rights, and best legislative practice
  • directing the group’s involvement in litigation, including cases related to healthcare,legacy/historical claims, personal injury claims, and certain family law matters, and coordinating with the Chief State Solicitor’s Office on litigation strategy
  • contributing to organisational governance as a member of the Office’s Management Committee, ensuring consistency, quality, and strategic alignment across all advisory groups
  • ensuring legal services are delivered efficiently and with a focus on value for money, continuous improvement, and rigorous professional standards.

This role supports several of the State’s most sensitive and high‑impact areas of law, providing legal certainty and guiding policy implementation across healthcare, civil liability, and family law.
