People & Strategy Team

The People & Strategy Team is a unified HR function within the Corporate Division, that combines the expertise of HR Business Partners, HR Operations, and the Head of HR to provide a cohesive, strategic, and people‑centred service to the Department.

The team leads on the Department’s strategic HR agenda, shaping and delivering initiatives that support a modern, high‑performing civil service. The team provides;

• Proactive business partnering to leaders and teams across the organisation.
• Recruitment and resourcing solutions to attract and retain high‑calibre talent.
• Guidance and support for performance management and capability development, ensuring employees have the support and clarity they need to excel.
• HR analytics and workforce planning to inform decision‑making and strategically align staffing with organisational priorities.
• Employee wellbeing initiatives that foster a healthy, supported and resilient workforce.

Since the development and launch of our Elevate People Strategy in May 2025, the People & Strategy Team have been progressing the delivery of the strategy, supporting our people to deliver on our strategic goals and succeed as individuals, as teams and as an organisation. In addition, the People & Strategy Team ensures the smooth and effective operation of core HR services and oversees employee relations. The team is central to advancing the Department’s strong commitment to equality, diversity and inclusion, embedding these principles in policies, culture and daily practice.

Together, the People & Strategy Team plays a pivotal role in building a positive, inclusive and high‑performing workplace striving to ensure a positive experience throughout the employee lifecycle.
