The role of the Interim Procurement Reform Board is to oversee the implementation of the public procurement reform programme, in particular, the programme’s structures, practices and policies on centralised procurement, and advise, where appropriate, on how to address any gaps.
It also advises the Government on a national public procurement strategy, in line with national and EU legislation, government policy, national guidance and best practice. In particular, it advises on the Office of Government Procurement’s objectives and business plan and oversees its delivery and performance.
The Board is an ‘interim’ structure pending the establishment of the OGP on a statutory basis.
Mr. Maurice Quinn acts as Independent Chair of the Board. Mr. Quinn is a former Secretary General of the Department of Defence.
Ms. Katherine Licken acts as Vice-Chair of the Board. Ms. Licken is the Secretary General of the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media.
Mr. Greg Dempsey is an Assistant Secretary General at the Department of Health.
Mr. Dónall Curtin is an independent member of the Board. Mr. Curtin has extensive experience as a non-executive director in both the public and private sectors.
Mr. John Swords is the National Director of the Health Business Services, the procurement branch of the Health Service Executive (HSE).
Mr. Paul Quinn is the CEO of the Office of Government Procurement. Mr. Quinn is also the Chief Procurement Officer for the State and a member of the Department of Public Expenditure, NDP Delivery and Reform’s Management Board.
Ms. Deirdre McDonnell is an Assistant Secretary General at the Department of Education and Skills.
Mr. Eamonn Hunt is an Assistant CEO at the Local Government Management Agency.
Ms. Pauline Mulligan is an Assistant Secretary at the Department of Enterprise, Trade and Employment.
Ms. Bríd O’Donovan is an independent member of the Board. Ms. O'Donovan has significant experience as a non-executive director with a background in financial services and business transformation.
