Office of the Government Chief Information Officer

The Office of the Government Chief Information Officer (OGCIO) is the division of DPER that acts as the strategic advisor to Government on the digital agenda including digital inclusion and accessibility. Alongside Public Service Transformation Division in the Department, OGCIO plays a leadership role in digital service delivery and innovation initiatives working in collaboration with and providing advice to Government Departments and agencies across the Civil and Public Service.

OGCIO leads on ICT/ digital /data-related strategy developments and published Connecting Government 2030 A Digital and ICT Strategy for Ireland’s Public Service. The strategy is reflected in the Digital Public Services Plan 2030 and Digital Ireland, the national digital and AI Strategy which address Ireland’s response to the EU Digital Decade. OGCIO also leads on the implementation of the Data Sharing and Governance Act and provides the secretariat to the Data Governance Board.

OGCIO is a technical implementation and delivery partner to the Civil and Public Service through its Build to Share and Government as a Platform services including Government Networks, National Low Latency Platform, Managed Desktop, Government Private Cloud, the Government Data Centre, Applications Suite and the gov.ie and Ireland.ie websites. OGCIO has also built a range of Digital Public Infrastructure Building Blocks which underpin the Life Events services set out in the Digital Public Services Plan 2030.

OGCIO also has an oversight and approval role in respect of digital and ICT-related initiatives proposed by Departments and agencies; attends the Digital Senior Officials Group, the Technology and Transformation Committee of the HSE Board and the LGMA’s ICT Committee; leads on ICT professionalisation for the Civil Service; supports Ireland’s representation at EU level including at Government CIO working groups and forums in other multilateral organisations; and engages with industry, representative bodies and academia to further the national digital agenda.
