EU and International Division with responsibility for Corporate Affairs and Finance Unit

This Division deals with the development and implementation of strategies at the Council of the European Union and European Committees and internationally in relation to economic, fiscal and financial policy formulation and the cross-Departmental coordination of EU policy.

It manages the European Union budgetary process and European Union economic governance. It also builds relationships through Ireland’s diplomatic network and ensures that the Minister and Department is fully appraised of EU and international developments.

A dedicated Brexit Unit within the EU and International Division of the Department was established in July 2016 to oversee and coordinate Brexit work across the entire Department .

The Division is also responsible for the development and implementation of policy for Ireland’s relationship with a number of major international financial institutions such as:

  • International Monetary Fund
  • World Bank Group
  • European Investment Bank
  • Asian Development Bank
  • Asian Infrastructure Investment Bank
  • European Bank for Reconstruction and Development
  • Council of Europe Development Bank
  • Green Climate Fund.

Corporate Affairs is responsible for:

  • maintaining the department’s governance framework
  • coordinating the development of and monitoring execution of strategy and divisional business plans
  • project management services
  • developing an internal control framework of oversight for Bodies under the Aegis
  • delivery of ICT solutions capability and systems and improved information management

The Finance Unit is responsible for transaction processing, which is aggregated in the production of the Annual Finance Accounts and monthly Exchequer Statement and Annual Appropriation Accounts; the operation and management of the Exchequer Account and Paymaster General function, internal Financial Management and Reporting including for clients.
