Minister Darragh O’Brien has made the following appointments to the Board of the Housing Agency:
Following a campaign by PAS: Ms. Eileen Gleeson and Ms. Dervla Tierney for the period 20 December, 2022 to 19 December, 2027 and Ms. Carol Tancock for the period 9 January, 2023 to 8 January 2028.
CCMA nominee: Mr. Kevin Kelly – County Council Management Association, for the period 20 December, 2022 to 8 September, 2024
ICSH nominee: Ms. Éadaoin Ní Chléirigh for the period 9 January, 2023 to 8 January 2028.
The Minister has also reappointed the following for a second term effective from 1 January 2023 to 31 December 2027:
There are now eleven members of the Board - the maximum allowable under the legislation.
In making the announcement, the Minister welcomed the new Board noting that “the Housing Agency have are a key role in terms of the future of the housing sector and will continue to be a valuable resource for all stakeholders in the housing sector as we strive together to deliver on the ambitious agenda set down under “Housing for All”.
Minister O’Brien expressed his confidence that the new and current board members possesses the requisite skill set and knowledge both in terms of corporate governance and business leadership to lead the Housing Agency into the future. He concluded that “ given the level of experience and skills this Board undoubtedly possesses, allied to the experience and commitment of the Executive and staff of the Agency, that the future management of the Housing Agency is most certainly in good hands.
The Housing Agency is a non-commercial State Agency working with the Department of Housing, Local Government and Heritage, local authorities and approved housing bodies in the delivery of housing and housing services.
Its mission is to promote the supply of housing to meet current and future needs and demand by being a centre of expert knowledge on housing, supporting housing policy development and implementing effective housing programmes in collaboration with key stakeholders.
The Housing Agency was established under Statutory Instrument SI 264 of 2012, amended by Statutory Instrument 123 of 2022 (Establishment Order), under the Local Government Services (Corporate Bodies) Act 1971 (as amended).
The Establishment Order provides that members of the Housing Agency shall be appointed by the Minister and the number of members so appointed shall be not less than seven and not more than eleven.
Section 6(3) of the Establishment Order also provides that:
The membership of the Board shall comprise the following:
(a) a Chairperson appointed by the Minister;
(b) one serving officer from the Department of the Environment, Community and Local Government, as nominated by the Minister;
(c) one serving officer from the Department of Public Expenditure and Reform, as nominated by the Minister of that department;
(d) two members nominated by the County and City Managers Association, one of whom shall be a serving County or City Manager, and one of whom shall be a serving Finance Officer;
(e) a person nominated by the Irish Council for Social Housing;
(f) the Chief Executive Officer of the Housing Agency; and
(g) such other persons, not being more than four, as the Minister may from time to time consider appropriate.
