Appointment of new regulator of the National Lottery

The Minister for Finance and Public Expenditure and Reform, Mr Paschal Donohoe, TD is pleased to announce that Ms Carol Boate, has accepted an offer of appointment as new Regulator of the National Lottery, a position provided for in the National Lottery Act 2013 , following an open recruitment process administered by the Public Appointments Service. Ms Boate takes up this appointment on 9 October 2017.
The National Lottery Act 2013 requires the regulator to monitor and enforce compliance by the operator with the Act and with the terms and conditions of the licence granted to the operator.
In exercising their functions, the regulator shall seek to ensure that the National Lottery is run with all due propriety, that the interests of participants in the National Lottery are protected, and that the long term sustainability of the National Lottery is safeguarded.
Commenting on the appointment, the minister said:
“I am confident that Ms Boate’s appointment as regulator will ensure that the National Lottery continues to enjoy public support and to benefit many good causes in the years ahead.”
Ms Boate takes up this appointment from her previous position as Director of Corporate Services in the Competition and Consumer Protection Commission where Ms Boate has held senior management roles since 2003.
As a trained economist, Ms Boate holds a BA in Economics from Trinity College, where she was named a Trinity Scholar, and an MSc in Economics from University College Dublin, as well as postgraduate diplomas in EC Competition Law and Regulatory Governance.
