Minister for Further and Higher Education, Research, Innovation and Science Simon Harris has today announced the establishment of the Research and Innovation Policy Advisory Forum, as provided for under Impact 2030, Ireland’s national research and innovation strategy.
Speaking today, Minister Harris said:
“I am delighted to announce the establishment of this Forum which is a vital and innovative element of Impact 2030.
"It will provide me and my officials with the opportunity to listen to stakeholders on deeply important themes that are essential to Ireland’s future success.
“I am seeking a forum which will be inclusive of all stakeholder voices, bringing a diversity of perspectives, expertise and experiences, which will inform our collective thinking. I look forward to chairing the inaugural meeting and to our subsequent dialogue.”
The Forum’s establishment reflects international good practice in the development of national R&I systems, as well as stakeholder feedback received by the Department of Further and Higher Education, Research, Innovation and Science during the development of Impact 2030.
It will “provide an agreed structure for engagement between members of the research and innovation community and policy decision makers involved in the national research and innovation system development”.
Its objective is to inform and support national research and innovation policy development on system-level strategic issues that would benefit from national, as well as international, expertise and experience.
The Forum will be chaired by the Minister for Further and Higher Education, Research, Innovation and Science.

Its membership (of approximately 10-15 members) will comprise of national and international experts, as well as a number of key representative organisations that can bring relevant national experience and perspectives to the discussions, for example from research performing organisations and researchers at all career stages.
An Expression of Interest process will commence on Friday 26 May 2023 and will run until Friday 30 June 2023 in order to invite interested parties to make a submission.
In line with best practice as set out in the Guidelines on Appointments to State Boards, the Minister may consider suitable nominees other than those identified through this process, with particular regard to international experts.
It is anticipated that the inaugural Forum meeting will be held in autumn 2023.
