Housing Supply Clearing House Measure – Expressions of Interest (EOI) and Call for Proposals

The Housing Supply Clearing House Measure is being introduced in response to the conflict in Ukraine which has resulted in increased and urgent pressure in terms of housing demand, with the likelihood that at least some of the persons displaced by the conflict will require accommodation in Ireland over the medium to long term.
The Housing Supply Clearing House process is aimed at facilitating consideration of matters which might warrant action being taken by the Minister for Housing, Local Government and Heritage, local authorities or other State agencies, to in order to expedite the delivery of housing which has the benefit of planning permission.
Accommodation developed through the Housing Supply Clearing House process will eventually support the State’s overall accommodation provision when the current humanitarian need has passed and where displaced persons return home.
This group will have the responsibility for considering proposals submitted under the measure and making recommendations to the Minister, taking into account specific criteria. The members of the Group will, following consideration of expressions of interest received, be appointed by the Minister for a term of at least 6 months.
The invitation to submit proposals for consideration under the measure is open both to persons holding valid planning permission which may be eligible, and infrastructure providers responsible for the delivery of infrastructure required to support housing development.

Expressions of Interest are invited from persons seeking to apply for membership of the Housing Supply Clearing House Group. Further details are available in the Application Booklet attached below.
Submissions should be returned via ForwardPlanning@housing.gov.ie no later than 5pm on 17 June 2022 . Please note the original deadline of 5pm on 15 June 2022 was extended to 5pm on 17th June 2022.

Proposals for consideration under the measure are invited from persons holding planning permissions which may be eligible, namely residential developments which have not commenced, or those which are partly-commenced, in relation to which there is an impediment to development which might warrant action being taken by the Minister, a local authority or another State agency or body.
Proposals are also invited from infrastructure providers who are responsible for delivering key infrastructure required to support the development of housing, where impediments to the delivery of such infrastructure might exist that might warrant action being taken as set out above.

The first pilot call for submissions to the Housing Supply Clearing House Group was closed on 22 June 2022.
A second call is now open. Submissions should be returned via ForwardPlanning@housing.gov.ie
