Ireland's Climate Action Plans provide a roadmap to reduce our greenhouse gas emissions and tackle the climate crisis. They provide specific actions that government departments, agencies and public bodies will take across sectors, together with a timeline for the completion of each action.
Progress Reports on the Climate Action Plans are prepared by the Department of the Taoiseach and published each quarter. To date:
• Six Progress Reports were produced under the Climate Action Plan 2019 . These reports show that, overall, 78% of the 500 measures in the Climate Action Plan 2019 due by end-2020 were completed.
• Three progress reports were produced under the Interim Climate Actions 2021 . These reports show that, between Q1 and Q3 2021, 66% of the 340 measures due under the Interim Climate Actions were delivered.
• Four progress reports were produced under the Climate Action Plan 2021 Climate Action Plan 2021 . Between Q4 2021 and Q4 2022, 79% of the 965 measures due for delivery were completed.
• Four progress reports were produced under Climate Action Plan 2023 (CAP23) . These reports show that, between Q1 and Q4 2023, 65% of the 290 actions due for delivery in 2023 were completed.
Attention is drawn to ‘high impact’ measures across all Progress Reports, highlighting those actions with more significant emissions reduction and/or adaptation potential.
The latest Progress Report details progress made on the 161 climate actions due for delivery in Q4 2023. This is the fourth, and final, progress report under the Climate Action Plan 2023. A legacy exercise on actions that were not completed during 2023 (approx. 100) was also undertaken and published alongside the Q4 progress report. Delayed actions considered to be of higher impact will be retained for progress reporting in Q1 2024, and beyond, until they are completed, alongside any new Climate Action Plan 2024 (CAP24) actions. This is important for accountability between successive annual Climate Action Plans.
