The Focused Policy Assessment report provides a comprehensive analysis of the rationale underpinning the ECCE Higher Capitation payment, as well as the administrative systems and payment rules governing its implementation. Data was collated from a wide variety of sources and supplemented by a review of the literature, which helped anchor the analysis in relevant Irish and international policy and research contexts.
