Notes

• The Cabinet Ministers were called Secretaries of State (for Home Affairs etc.)
• The non-Cabinet Ministers were called Secretaries (for Fine Arts etc.) except
• Mr. Kevin O'Higgins, who held the title "Assistant Secretary of State for Local Govt."
• The division on the Treaty of 6.12.21 with Great Britain caused the resignation of the President with his Ministry on 9.1.22.
• Re: C. Deputy Ministers above - Art O'Connor was appointed to the post of Economic Affairs during the absence of Minister R. Barton.

• This Government was formed on the resignation of President De Valera with his Ministers on 9th January, 1922, following the ratification by Dail Éireann on 7th idem of the Treaty with Great Britain dated 6th December, 1921.

A. Cabinet Ministers

Notes

• The Dáil Cabinet came to an end with the formation of a new Ministry by the 3rd Dáil on 9th September. The Prime Minister of the new Government which was the 2nd Provisional Government of 1922 was the Chairman of that Government, W. T. Cosgrave. The post of President of Dáil Éireann was, however, continued and was conferred on Mr. Cosgrave on the same date as the formation of the new Government, 9 September, 1922.
• On the 1st July 1922 General Mulcahy, Minister for Defence, was appointed Commander in Chief and his duties as Minister for Defence was taken over by Michael Collins, who at the same time held the posts (a) Minister for Finance, Dáil Éireann and (b) Chairman & Minister for Finance on the Provisional Government. All these posts were held by Mr. Collins (then General) until his death on 22 August, 1922.
• G. Gavan Duffy was appointed Minister for Foreign Affairs on 10.1.22. *Following his resignation on 25.7.22, Arthur Griffith took over the Ministry on 26.7.22. He died on 12/8/22. Michael Hayes was then appointed as Minister for Foreign Affairs on 21.8.22.

Note

The Provisional Government which was appointed on 14 January, 1922 took up Office on 16 January, 1922.

The Ministry of the Second Dáil was at the time already in existence, and from the 16th January, 1922, until the 9th September 1922, there was a dual system of Government.

• The Second Dáil Cabinet responsible to Dáil Éireann
• The Provisional Government, apparently responsible to no Parliament.

The dual system terminated with the fusion of the two systems under the Third Dáil on 9th September, 1922. After that date, the newly constituted Provisional Government appointed by that Dáil continued in being as the sole Government, until superseded on 6th December, 1922, by the formation of the 1st Executive Council pursuant to the Constitution of Saorstát Éireann which became law on that date.

Second Dáil - Provisional Government

• The provisional Government consisting of the eight persons named hereunder and of such other persons (if any) as may from time to time be determined by the Minister for the time being, was constituted on 14 January, 1922, at the meeting in Dublin of members "elected for constituencies in Southern Ireland", convened for the purpose of Articles 17 and 18 of the Treaty of 6 December, 1921.

Personnel

• The Provisional Government took up Office on 16 January, 1922.
• Mr. Michael Collins was elected Chairman of the Provisional Government at the first meeting of that Body on 16 January, 1922 and on the 18 January, 1922 decided on State Service as set out below.
• By agreement between the Provisional Government and the British Government the 1st day of April, 1922 was fixed as the day for the transfer of functions.
• The several members of the Provisional Government were accordingly re-appointed from that date, Ministers in change of the various services being set out hereunder.

Minister for Local Government|

[These appointments & allocations of services were gazetted in Iris Oifigiúil No.19 of 4th April, 1922]

• Arising out of the Civil War, which commenced on 29 June, 1922 certain members of the Provisional Government were seconded for Military service, substitutes being appointed to carry on their duties during the absence.
• The names of the persons seconded to the Army and their Ministerial substitutes, with other relevant particulars, are as follows:

These substitute appointments were formally confirmed by the Provisional Government on 20.7.22.

Note 1: William T. Cosgrave : On the date on which he was appointed acting Chairman of the Provisional Government and Acting Minister of Finance, Mr. Cosgrave was already a member of the Provisional Government and held Office as Minister of Local Government, which portfolio he continued to hold. On 22 August, 1922,

Mr. Collins of the Provisional Government was killed and on 25th idem

Mr. Cosgrave was appointed as his successor as Chairman of the Provisional Government.

Note 2: Michael Hayes : Prior to the date of his appointment as Acting Minister of Education, Mr. Hayes was not a member of the Provisional Government. He was, however, appointed as member for that purpose for the period of absence of the Minister whose place he took.

Note 3: Ernest Blythe : Prior to the date of his appointment as Acting Minster of Economic Affairs, Mr. Blythe was not a member of the Provisional Government. He was appointed, however, a member for that purpose for the period of absence of the Minister whose place he took.

Note 4: Patrick Hogan : On the date on which he was appointed acting Minister for Labour, Mr. Hogan was already a member of the Government and held the Office of Minister of Agriculture, which portfolio he continued to hold.

As a result of these appointments the personnel of the Provisional Government was increased as from 17.7.22 by two acting members, viz. Messrs. Blythe and Hayes.

• On the 27th July, 1922, Messrs. Blythe and Hayes were co-opted as permanent members of the Provisional Government, whose personnel was thereby increased to ten.
• The Chairman of the Provisional Government, General Michael Collins, was killed in action on 22 August, 1922, and on 30 August, 1922 the Provisional Government was reconstituted and the Ministeries re-allocated as follows.
• Mr. Ernest Blythe was assistant Minister for Home Affairs from 18.7.22 to 30.8.22.
