Minister for Further and Higher Education, Research, Innovation and Science Simon Harris TD has confirmed the supports offered to Ukrainian students who commenced their studies last year will be extended to new entrants for the 2023/24 academic year. This includes payment of tuition fees in respect of full-time higher education, a financial stipend for qualified persons undertaking a full-time course in a publicly funded higher education institution (HEI) using the Erasmus national grant, and the bursary for qualified persons pursuing a post-leaving certificate course (PLC). The financial support rates are maintained at the same level as last year.
A Temporary Tuition Fee Support Scheme for qualified persons will be in place for the 2023/24 academic year.
The scheme will provide EU tuition fee funding supports for eligible higher education students in receipt of Temporary Protection attending an approved course. The scheme is aimed at eligible first time higher education students and students seeking to progress to a higher level of study up to post graduate level. The applicable EU tuition fee funding will be paid directly to institutions where eligible students are registered.

Note: Students that availed of the 2022/23 scheme, and are now progressing to the next year of their course, will remain eligible for the same supports in 2023/24.
Displaced Ukrainian students in receipt of Temporary Protection who are pursuing or progressing in a full-time approved course in a publicly funded higher education institution will be supported financially through a monthly stipend.
The stipend amount will be €1,150 per month and will be paid to the student through their higher education institution’s International Office. This stipend is also available to support displaced academic staff working in publicly funded higher education institutions.
The PLC Bursary for Displaced Persons (Ukraine) Scheme will be in place for the 2023/2024 academic year and is aimed specifically at persons who have been granted temporary protection under section 60 of the International Protection Act 2015 and who would like to participate in a SOLAS-approved full time post leaving certificate (“PLC”) course in their local Education and Training Board.
The scheme is being administered by the awarding authority, Student Universal Support Ireland (SUSI) on behalf of the Department of Further and Higher Education Research Innovation and Science. This financial support in the form of a bursary of €6,115 will be paid in monthly instalments to qualified persons who attend a SOLAS approved PLC course in the 2023/24 academic year.
Progression rules are being introduced in the 2023 Scheme in order to bring the Scheme more in line with the Student Grant Scheme. This is designed to ensure that students are eligible for financial support for a PLC course where they are progressing in their studies and have not previously received financial support for a course or part of a course at the same QQI level in the State. It also ensures that students who already hold a higher education qualification cannot access PLC funding, in line with the Student Grant Scheme.
The Bursary is open to students starting year one of an approved PLC course or progressing into the second year of an approved two year course.
