Article 12 of the Energy Efficiency Directive (EED) provides an obligation for the monitoring and publication of the energy performance of data centres, which is in the process of being transposed. Arising from the EED, Delegated Regulation 2024/1364 also requires data centre operators to report now on certain required information and key performance indicators to a European database on data centres.

This is the power demand in kilowatts that is used to run the data centre operations - the spaces and equipment that serve primarily or exclusively for data-related functions (server rooms), including the necessary associated equipment (see Article 2(14) of the Regulation and paragraph 86 of the Preamble of the EED for a detailed definition and explanation).
The Regulation refers to three types of data centre – enterprise, colocation and co-hosting – all three are subject to the reporting obligation.
By 15 May each year data centre operators must report the required information and key performance indicators set out in Annex I and Annex II to the Regulation to the European database.
The information and key performance indicators of the data centre cover the calendar year immediately preceding the reporting year. The first reporting period was due by 15 September 2024 and covers the 2023 calendar year. Where a reporting data centre has been in operation for less than a year, the data centre operator reports for the period of operation of the data centre.

The Department as Member State coordinator must encode authenticating details which the data centre operator is required to provide. Only then can a request for an account be processed, which will be authorised and validated by the Department.
