Healthy Ireland Framework 2013-2025

The Healthy Ireland Framework 2013-2025 is a roadmap for building a healthier Ireland. It is based around four key goals:
- to increase the proportion of people who are healthy at all stages of life
- to reduce health inequalities
- to protect the public from threats to health and wellbeing
- to create an environment where every individual and sector of society can play their part in achieving a healthy Ireland
The Healthy Ireland Framework marked a significant shift in Ireland’s approach to improving population health and wellbeing, placing prevention, equity and a whole‑of‑government approach at the centre of public policy.
Over more than a decade, the Framework helped to shape national action across areas such as, healthy eating, physical activity, mental health, tobacco and alcohol control, community wellbeing and the wider social determinants of health, while fostering stronger collaboration across government, communities and sectors.
This Summary Report of the Review of the Healthy Ireland Framework and Strategic Action Plan (2021–2025) presents the findings of an independent review carried out by Alpha Healthcare, an external health and social care consultancy, commissioned by the Department of Health.
Drawing on extensive research, data analysis and stakeholder engagement, the review assesses progress against the Framework’s original vision and goals, highlights key achievements and ongoing challenges, and identifies lessons to inform the next phase of Ireland’s health and wellbeing policy.
The report provides an evidence‑based account of what has worked well, where gaps remain, and how Ireland can build on the Healthy Ireland legacy to support a healthier and more equitable society in the years ahead.
