General Scheme of Health Bill 2021

The government approved the General Scheme of the Health Bill for formal drafting and approved the publication of the General Scheme on the Department of Health’s website.
The Health Bill will:
- amend the Health Act 2004 –
(1) in connection with the corporate plan and service plan processes for the Health Service Executive (HSE)
(2) giving enhanced functions and requirements to the HSE Board and CEO in respect of financial and budgetary management
(3) clarifying HSE Board quorum requirements and revising arrangements for the chairperson of the HSE’s audit and risk committee
- amend the National Cancer Registry Board (Establishment) Order, 1991 to increase National Cancer Registry Board membership,
- amend subsections (5) and (6) of section 26 of the Children and Family Relationships Act 2015
