DownloadThe Home School Community Liaison (HSCL) Scheme is a central component of DEIS Delivering Equality of Opportunity In Schools , an Action Plan for Educational Inclusion, which aims to combat educational disadvantage, through a range of interventions and strategies, designed to improve educational outcomes for children. The underlying vision and thrust of the HSCL Scheme is preventative; therefore, it seeks to promote and develop real partnership between parents, teachers and communities, in order to enhance pupils’ outcomes and learning opportunities, through improved attendance, participation and retention in the education system.
The HSCL Scheme is available to all DEIS Urban Band 1, Urban Band 2 and DEIS Post Primary schools.

The Department’s Circular 0016/2019 - Home School Community Liaison Scheme: Assignment of Home School Community Liaison Coordinators within DEIS schools outlines the regulations and procedures to be implemented regarding the assignment of HSCL Coordinators within DEIS schools. There is an amended version of "Guidelines on the use of the Home School Community Liaison (HSCL) Grant" within Circular 0016/2019(Section six) .
The Information Booklet for DEIS schools participating in the Home School Community Liaison Scheme provides Urban Band 1, Band 2 and Post Primary DEIS schools with information on the HSCL Scheme. Please also see the HSCL Induction Booklet .
The Educational Welfare Services (EWS) is responsible for improving wellbeing and outcomes for children. The work of HSCL continues as a vital part of the integrated Educational Welfare Services of the Agency in DEIS schools.
The Department of Education remains responsible for the allocation of HSCL Coordinators to schools.
