The Department has currently paused accepting new standard commercial offers of accommodation to accommodate Ukrainian Beneficiaries of Temporary Protection (BOTPs).
New or increased offers of commercial properties to meet the needs of BOTPs seeking accommodation are therefore not being sought at this time.
The DCEDIY online accommodation portal is still accepting Offers of commercial accommodation which require significant remedial, refurbishment or conversion works for consideration under the Emergency Refurbishment (Ukraine) Project overseen by the Department of Housing, Local Government and Heritage, for Ukrainian Beneficiaries of Temporary Protection.
DCEDIY launched an online portal for residential developer-led modular accommodation in November 2023. The purpose of the DCEDIY modular portal was to invite expressions of interest from providers, for developments with a capacity of up to 200 BOTPs, encompassing the site, units and all management services associated with them. It is the intention of the programme to help establish the feasibility of the approach from a cost perspective and the capacity of the private sector to deliver appropriate solutions.
We believe that we now have sufficient EOIs in our database to test the Proof of Concept for modular residential developments, and determine if this is a cost effective and sustainable medium-term solution to assist in meeting overall accommodation requirements. DCEDIY hereby gives notice that as of Monday 18th March 2024 there is a pause on all new modular EOIs.
Over the coming months, the Department will be reviewing its entire accommodation portfolio and has commenced renewing contracts for existing accommodation that meet the Department’s accommodation portfolio requirements. The Department is seeking to consolidate its accommodation portfolio, and will endeavour to use more sustainable, self-sufficient accommodation that supports independent living and integration.
The Department will be terminating contracts with some properties which do not meet these requirements and, in particular, will be terminating contracts with providers where contract compliance has not been upheld. In addition, there will be a focus on moving people into refurbished properties brought on by the Department and Local Authorities on behalf of Government, and this may mean that some existing accommodation in those areas will not be renewed.
The International Protection Accommodation Services (IPAS) are continuing to receive and assess offers of accommodation for persons seeking international protection. If you wish to submit a commercial offer of a property which is ready for occupancy over the coming weeks for potential use by persons seeking international protection, please submit your offer to:

The DCEDIY online accommodation portal is still accepting;
• Offers of commercial accommodation which require significant remedial, refurbishment or conversion works for consideration under the Emergency Refurbishment (Ukraine) Project overseen by the Department of Housing, Local Government and Heritage, for Ukrainian Beneficiaries of Temporary Protection. The accommodation must have a minimum occupancy capacity of 30 persons.
