Responsibility at Deputy Secretary level for leading, managing and overseeing the department’s input into the HSE Corporate Plan and National Service Plan; ensuring ongoing monitoring of HSE performance against the HSE’s Corporate Plan and National Service Plan objectives and targets, development of policy relating to general and clinical Indemnity issues, monitoring of expenditure on the indemnity schemes, liaison with the State Claims Agency and management of a range of legacy issues; governance oversight of the HSE, co-ordination of the department’s oversight of its agencies, including the implementation of the appointment process for State bodies in conjunction with the Public Appointments Service; development and implementation of a Death-in-Service payment for healthcare workers who died having contracted COVID-19 in the course of their work; and implementation of the CervicalCheck Tribunal Act 2019, including establishment and ongoing support for the CervicalCheck Tribunal and Restoration of Trust Meeting Process. In addition, the Deputy Secretary has responsibility for scheduled and unscheduled care performance monitoring and reporting in Acute hospitals, including Winter Planning, ED Taskforce Implementation Group, Scheduled Care Access plans and improvements, and oversight of the National Treatment Purchase Fund.
