Circular 12/2026, Dignity at Work – An Anti-Bullying, Harassment and Sexual Harassment Policy for the Civil Service, was launched on 31 March 2026.

The Civil Service takes dignity at work seriously and has reaffirmed its commitment to promoting a respectful, inclusive, and safe workplace through the introduction of this policy.

The policy reflects the realities of today’s dynamic work environments, including digital and blended settings, and places a strong emphasis on prevention, early intervention, and resolution.

To support implementation, DPER, in partnership with the Institute of Public Administration, has developed a Dignity at Work e-learning module. This resource is designed to help Departments and Offices embed the principles of the policy throughout the employee lifecycle and to encourage dialogue on respect, inclusion, and workplace behaviours.
