Comments are invited from the public on a draft End-Term Self-Assessment Report on Ireland’s Open Government Partnership National Action Plan 2016-2018. The Report includes detailed reports on the implementation of each of the Plan’s 15 commitments and highlights the need for the Open Government Partnership to be better understood within government, in particular, how engagement with civil society and external participation in decision making can be integrated with representative democracy and help drive reform.
The Department of Public Expenditure and Reform will work with Civil Society to design an effective process for creating Ireland’s next National Action Plan.
Comments on the draft report can be sent to ogpireland2018@per.gov.ie before 31 January 2019.
Ireland’s Open Government Partnership National Action Plan 2016-2018 was agreed by the Government to address the challenges of making government more transparent, accountable and responsive to citizens.
The commitments set out in the National Action Plan 2016-2018 addressed four themes:
Ireland’s first National Action Plan, 2014-2016, promoted citizen participation in policy making, strengthened governance and accountability and advanced the Government’s Open Data strategy. Its major achievements included legislation to regulate lobbying, protect whistleblowers and reform of the Freedom of Information and ethics regimes.
The commitments in the second National Action Plan 2016-2018 aimed to improve policy making and the delivery of services, further strengthen our systems of governance and accountability and prevent corruption.
