Minister Heydon confirms all eligible farm safety applications will be approved under latest Targeted Agriculture Modernisation Schemes

75% of all eligible applications for nutrient storage will be selected under TAMS 3 Tranche 11

Closing date for TAMS 3 Tranche 12 extended to 19 June

Minister for Agriculture, Food and the Marine, Martin Heydon TD, today confirmed that Ranking and Selection (RASS) will be applied to applications received for Tranche 11 of Targeted Agricultural Modernisation Scheme (TAMS 3), on a differentiated basis, with priority given to applications under farm safety and nutrient storage schemes.

Emphasising the importance of farm safety, the Minister confirmed that as has been the case in all previous Tranches, 100% of eligible applications under the farm safety scheme will again be selected under this tranche. The Minister has also highlighted the importance of nutrient storage noting that 75% of all eligible applications for nutrient storage measures will be selected under this tranche.

Minister Heydon also announced the introduction of an amendment to the RASS criteria in respect of nutrient storage investments, which will apply to applications submitted in the tranche opening 20 June 2026.

A total of 63,754 applications were submitted in the first eleven tranches of TAMS 3. Tranche 11 closed for applications on 6 March 2026 with 4,452 applications submitted across all schemes (plus a further 2,216 applications which rolled over from Tranche 10).

Minister Heydon said:

"TAMS 3 continues to be a very successful scheme with a huge number of applications received, some three times the number received compared to a similar period for TAMS II and payments of over €161 million already issued to farmers for investments made on their holdings. I do however have to be conscious of overall budgetary constraints associated with the Scheme, in particular to ensure the funding is available for future tranches. I have decided to apply Ranking and Selection to Tranche 11 of TAMS 3.”

The Minister added:

“In taking the selection decisions for Tranche 11, I have placed an increased emphasis on Nutrient Storage measures. For this tranche, 75% of all eligible applications for nutrient storage investments will be selected. In addition, I will introduce changes to the Ranking and Selection criteria to ensure that all eligible applications for nutrient storage investments in future tranches will be prioritised. Both of these decisions underline my commitment to supporting the sector in meeting the challenges related to improving water quality.”

The proposed changes, which will be shared with the CAP Strategic Plan (CSP) Monitoring Committee, will allow additional marks to be applied to nutrient storage investments under the Animal Welfare Nutrient Storage Scheme (AWNSS), Organic Capital Investment Scheme (OCIS), Young Farmer Capital Investment Scheme (YFCIS) and Women Farmer Capital Investment Scheme (WFCIS) when future tranches are open for applications.

Minister Heydon continued:

“I will again approve all eligible applications submitted under the Farm Safety Scheme in acknowledgement of the of the huge importance of farm safety on all farms regardless of the type of farming. I would urge farmers to continue to assess their holdings from a health and safety perspective and to seek support to address these issues.”

Minister Heydon has also confirmed that he is extending the closing date for Tranche 12 of TAMS to mid-June.

The Minister said:

“To ensure farmers and their advisors have sufficient time to resubmit applications that were not successful in Tranche 11, I will extend the closing date of the current tranche to 19 June 2026.”

  • Silage Effluent Tank
  • Square or Rectangular Tank
  • L -Shaped Tank
  • T -shaped tank
  • U-Shaped tank
  • H-Shaped tank
  • Double H-Shaped tank
  • + Shaped tank
  • Doughnut shaped tank
  • Precast Concrete Tank, including cover
  • Circular Slurry Stores
  • Geomembrane lined Stores
  • Manure Pit

Under the On-farm Capital Investment Scheme known as TAMS 3 there are 11 individual schemes. These are as follows:

  • Animal Welfare, Nutrient Storage Scheme (AWNSS) at 40% grant rate, with a €90,000 investment ceiling
  • Tillage Capital Investment Scheme (TCIS) at 40% grant rate, with a €90,000 investment ceiling
  • Pig and Poultry Capital Investment Scheme (PPIS) at 40% grant rate, with a €500,000 investment ceiling
  • Dairy Equipment Scheme (DES) at 40% grant rate, with a €90,000 investment ceiling
  • Young Farmer Capital Investment Scheme (YFCIS) at 60% grant rate, with a €90,000 investment ceiling
  • Women Farmer Capital Investment Scheme (WFCIS) at 60% grant rate, with a €90,000 investment ceiling
  • Organic Farming Capital Investment Scheme (OCIS) at 60% grant rate, with a €90,000 investment ceiling
  • Farm Safety Capital Investment Scheme (FCIS) at 60% grant rate, with a €90,000 investment ceiling
  • Solar Capital Investment Scheme (SCIS) at 60% grant rate, with a €90,000 investment ceiling that is separate from other schemes
  • Low Emission Slurry Spreading Equipment Scheme (LESS) at 60% grant rate, with a €40,000 investment ceiling that is separate from other schemes
