The GIA aims to hasten the rollout and reduce the cost of deploying very high-capacity telecommunications networks (VHCNs) by improving transparency, access, and coordination in civil works, promoting the reuse of existing physical infrastructure, and ensuring that new buildings and major renovations are “gigabit-ready” by default.
Under the GIA, Member States must develop specifications or standards for telecommunications infrastructure in new buildings and those undergoing major renovations. Minister O’Donovan said,
For many, especially those working from home, a fast reliable broadband service is essential. These standards will ensure that all new builds will be fibre ready and will help ensure the future proofing of our housing stock.
The specifications proposed in this consultation will provide both the construction industry and the telecommunications industry with the clarity on the technical specifications that are necessary for the implementation of Article 10 of the GIA (In-building physical infrastructure and fibre wiring). While this consultation is aimed mainly at the construction and telecommunications sectors, the Minister welcomes submissions from all interested parties.
The public consultation can be accessed HERE. The consultation period will run from 12 pm on 11 May 2026 to 5pm on 22 June 2026.
