We are committed to ensuring that all advertising buying decisions made by the Department of Housing, Local Government and Heritage adhere with EU and national procurement rules, regulations and guidelines and that advertising campaigns are based on objective, non-discriminatory and transparent criteria.
The Department has put in place the following procedures to support this:
- All advertising campaigns are devised based on a strategic brief identifying the goals of the campaign, the budget available for each campaign and the audiences that each campaign seeks to reach
- We work closely with a specialist media planning and buying agency to determine the optimal advertising mix for each campaign to meet our goals, reach our audiences and ensure best value for money
- Key performance indicators (KPIs) are set for each campaign based on the campaign's objectives and requirements and we report against these indicators to inform future advertising decisions
The criteria that we take into consideration in making advertising decisions are:
- Value for money
- Available budget and resources
- Media consumption data and ability to reach target audiences
- Appropriate geographical spread
- Adherence to EU and national procurement rules, regulations and guidelines
- The use of Office of Government Procurement (OGP) frameworks, where available
- Statutory requirements in relation to public notices
- Statutory requirements in relation to Irish language advertising
