Minister Browne welcomes over 36,200 new homes completed in 2025

Highest annual completions since CSO data first collated

20% increase of new homes compared to last year

Almost 40% increase in apartments

The Minister for Housing, Local Government and Heritage, James Browne has welcomed the increased home completions reflected in today’s publication by the CSO of their New Dwelling Completions Report for Q4 2025.

According to the report, a total of 36,284 new dwellings were completed in 2025, representing a 20.4% increase on the same period last year. This marks the highest number of completions recorded in any given year since the CSO began recording this data series in 2011.

Over the last five years, 148,995 new homes have been delivered. This compares with 83,267 in the previous five-year period (2016-2020) and just 29,217 in the five-years before that (2011-2015).

Commenting on today’s figures and the increasing pace of delivery, Minister Browne said:

“Today’s figures are very welcome and signal a clear ramp up in supply – clearly seen in the delivery of more than 232,250 homes in the last decade. Indeed, more than 161,300 new homes alone have been completed since July 2020.”

The Minister added:

“One key indicator of progress is the delivery of new apartments. Encouragingly, after a very significant drop-off in apartment delivery in 2024, today’s figures show a 38.7% increase in apartments in 2025 compared to 2024 with more than 12,000 apartments completed. This is the highest completions figure for apartments since the CSO began collating this data set in 2011.


“Another promising indicator, earlier this week, was evident in the latest mortgage drawdown data from the BPFI which showed steady growth in activity in 2025, with drawdown volumes up almost 8% year on year. First-time buyers continue to drive the mortgage market, accounting for 60% of the volume of mortgage drawdowns in 2025. Indeed the 27,652 first time buyer mortgages in 2025 represented the highest drawdown volumes since 2008.


“There are many pointers to progress but we are not complacent. We have a new Housing Action Plan, ‘Delivering Homes, Building Communities’.
We have record state funding. We have increasing confidence within the private sector. I am determined to take every action necessary to build on all of this and ensure even greater progress in the months and years ahead.”

Other highlights in today’s CSO data include:

  • The number of apartments completed in 2025 was 12,047, up 38.7% from 2024.
  • There were 18,308 scheme dwelling completions in 2025, a rise of 13.1% from 2024.
  • There were 5,929 single dwellings completed in 2025, up 12.5% from 2024.
  • In 2025, 50.5% of completions were scheme dwellings, 33.2% were apartments, and 16.3% were single dwellings.
  • More than half (57.6%) of completions for the full year of 2025 were in Dublin or the Mid-East (Kildare, Louth, Meath, and Wicklow).
  • By Local Electoral Area, the most completions in 2025 were in Clondalkin in Dublin (1,399).
  • In Quarter 4 (Q4) 2025 there were 11,994 new dwelling completions, 38.5% higher than Q4 2024.
