September monthly commencement data published

The Department of Housing, Local Government and Heritage has published its monthly data on the number of Commencement Notices received (indicators of residential construction starts) for September 2025.

The data shows that 1,653 commencement notices for new homes were lodged in September 2025 – an increase from August’s 1,156 units (up 43%). This is the highest monthly total so far this year.

From January 2025 to September 2025, there were 10,193 notices received. On a rolling 12-month basis (October 2024 to September 2025), 27,210 commencement notices were received.

Of the 1,653 units commenced in September, 682 (41%) are scheme dwellings, 563 (34%) are apartments, and 408 (25%) are for one-off units.

Of all units commenced in September, 23% (378 units) were in the four Dublin local authorities. By Local Authority, the most units commenced were in Dublin City (286), followed by Cork County (261) and Donegal County (147).

By local authority, most commencement notices this year so far have been for Dublin City (1,808) followed by Cork County (956) and Fingal County (736).
