Noeleen Maughan

Noeleen Maughan was appointed as Parliamentary Counsel in December 2025. She joined the OPC in November 2010, having previously worked as a solicitor in private practice specialising mainly in the areas of planning and environmental law and infrastructure projects.
She qualified as a solicitor in 2002 and holds an LLB from Trinity College Dublin and an LLM from University of London.
Role
Noeleen drafts Government Bills and certain statutory instruments in a broad range of areas including planning, energy, environment, transport, and local government. She is responsible for the Legislative Editing Unit within OPC, which supports and contributes to the provision of legislative drafting services.
As Parliamentary Counsel, she is a member of the Management Board in the Office of the Attorney General and will be leading a team of legislative drafters providing drafting services to a number of Government Departments. Noeleen is a member of the Government Legislation Committee chaired by the Chief Whip, and reports to the Committee in respect of legislation for which she is responsible.
