As Chief Parliamentary Counsel (equivalent to Secretary General grade), June is the professional head of the Office of the Parliamentary Counsel to the Government (OPC) which is a constituent part of the Office of the Attorney General.
The OPC is responsible for the drafting of Government Bills and Government statutory instruments and for the drafting of some statutory instruments made by Government Ministers. The OPC is currently organised into 4 groups, each having responsibility for providing professional legislative drafting services to specific Government Departments. Each group is managed by a Parliamentary Counsel at a rank equivalent to that of Assistant Secretary in a Government Department. The allocation and monitoring of the work within a group is undertaken by the Group Manager, while the professional administration of the Office and the overall monitoring of work within the Office are the responsibility of the Chief Parliamentary Counsel.
The Chief Parliamentary Counsel is a member of the Government Legislation Committee, chaired by the Government Chief Whip, which is responsible for settling and monitoring the progress of the Government Legislation Programme for each Dáil session. The Attorney General attends meetings of the Government Legislation Committee and is supported by the Chief Parliamentary Counsel, along with the Parliamentary Counsel Group Managers, in providing updates on the progress of the legislative drafting work of the OPC on Bills which have been accorded priority by the Government.
