The Spending Review process aims to facilitate the development of policy analysis and evaluation in support of the service-wide agenda of evidence-informed policy making.

This paper analyses the impact of the fare initiatives introduced in recent years for Public Service Obligation (PSO) services, assessing the initiatives’ impact on passenger numbers, fare revenue, and average fares for the four main public transport operators, whilst also considering the wider issues facing the PSO in this context to aid future policy decisions.
