Report and Implementation Plan of the Interdepartmental Working Group on the Rising Cost of Health-Related Claims


Minister for Health, Stephen Donnelly received government approval on 9 July 2024 to publish the Report of the Interdepartmental Working Group on the Rising Cost of Health-Related Claims and to establish a group to progress the implementation of its recommendations.

The Group was chaired by Professor Rhona Mahony and comprised of membership from across relevant government departments and agencies. The Group held its first meeting in March 2023 and met on 14 subsequent occasions.

The Report of the Group, two ancillary reports, ‘Plaintiff experiences of the medico-legal environment in Ireland (UCC)’ and ‘A Comparative analysis of clinical negligence claims in a range of jurisdictions (HRB)’, the submissions made to the Group, and the minutes of the meetings held and a press release are available at the links below.

An Implementation Plan has also been prepared and published to ensure progress is made on implementing the recommendations contained in the Report.

The Implementation Group will continue its work to ensure progress is made on the recommendations, monitor progress against the actions and timelines set out in the plan, and report on progress, in accordance with its Terms of Reference.
