Louth County Council requests PPS Number to be supplied when applying for the following:
Housing: Disabled Persons Grants; Essential Repair Grants; Housing Loans (in respect of Tax Relief at Source); Housing Application Forms; RAS Assessment Forms; Affordable Housing Application Forms; rent assessments; permission to reside from occupants of council dwellings; applications from occupants to succeed to tenancies, recording homeless presentations; Household Budget forms for rent deductions.
Corporate: Higher Education Grants.
Water: Well Grants.
HR: Payroll/Superannuation Register.
Finance: Agresso Payment System – Payments to Suppliers; Non Principal Private Residence (NPPR) Direct Debit Mandate Form; Registration From and Payment Plan Agreement Form; Household Charge; Form for supplier of goods and services for financial accounts purposes; Local Property Tax.
Motor Tax Office: Trade Plates and Goods Only declaration form.
Environment: Identifying offenders under the Litter Pollution Acts.
Community: Conservation Grants, required to register individuals for a Safe Pass Card on the SOLAS on line system, awards and bursaries applicants by Arts Services; Social Inclusion and Community Activation Programme (SICAP), PPSNo’s are collected by Louth Leader Partnership who are contracted to deliver the Social Inclusion Community and Activation Programme), The PPS number of participants of the Social Inclusion and Community Activation Programme (SICAP) from January 2018 will be collected by the Programme Implementers (Pls)) who deliver the scheme on behalf of the Local Authority. The PPS number will be requested for a number of reasons, including to register on the programme, for referrals to the programme from other Bodies and for programme evaluation purposes.
Louth County Council liaises with Health Boards in relation to Disabled Persons and Essential Repairs. In relation to Higher Eduction Grants, the Council liaises with the Department of Social Protection and the Revenue Commissioners. We would also liaise with the Revenue Commissioners for tax purposes in relation to a number of services, including payments we make over €1,000 (excluding payroll and travel expenses. We liaise with Employment Affairs and Social Protection in relation to Homeless matters.; Tenants social welfare payments are sometimes checked with Social Welfare; Household Budget deductions forms for rent deductions from social welfare payments are sent to An Post.
PPS Nos. exchanged by Payroll with Revenue Commissioners when dealing with queries and PPS Nos. form part of their P35's. Payroll also exchanges same with the Department of Finance on a return in relation to pensioners.
PPS. Nos. can be accessed by Core Payroll and LGMA.
PPSN’s are collected by Louth Leader Partnership who have been contracted to deliver the Social Inclusion Community and Activation Programme (SICAP).
At present Louth County Council have no future plans for use of PPS Numbers.

In addition to usual security ICT implementing a process whereby all e-mails being sent are scanned looking for PPSN numbers and action taken should one be found.
