Minister of State with responsibility for International Law, Law Reform and Youth Justice

The statutory functions to be delegated relate to the following legislative areas:

Betting Acts 1931 to 2015
Firearms Acts 1925 to 2009
Part III of the Firearms and Offensive Weapons Act 1990 (No. 12 of 1990)
Gaming and Lotteries Acts 1956 to 2019

In addition to these statutory functions, the Minister of State will assume day to-day responsibility for:

the management of the legislative programme to transpose EU measures and providing political oversight of the management of infringement proceedings
the reform of licensing and regulation of gambling in Ireland, including the establishment of a new independent gambling regulatory authority
matters relating to Youth Justice which fall under the responsibility of the Department of Justice, including the development of a Youth Justice Strategy in conjunction with the Minister of Justice
the establishment of a special expert forum on antisocial behaviour which the Minister of State will Chair
matters relating to the work of the National Rural Safety Forum
parliamentary responsibilities in relation to these issues, to include PQs and adjournment debates

In line with the Ministers and Secretaries Act, the powers and duties delegated are exercisable and performable by the Minister of State in their own name but subject to the general superintendence and control of the Minister, and the Minister retains the power to exercise or perform the delegated functions and remains responsible to Dáil Éireann and as a member of the government for the exercise or performance of the statutory powers and duties delegated.
