Upon her appointment as Minister for Social Protection, Community and Rural Development and the Islands in 2020, Heather Humphreys was briefed by officials on the key issues facing the department.

The Minister also received the following additional briefing in respect of matters relating to the offshore islands. Responsibility for these functions was transferred to the Minister on 23 September 2020.
The Minister has ultimate oversight and responsibility for the department achieving its objectives, as set out in the Action Plan for Rural Development and the Framework Policy for Local Community Development in Ireland.
The Minister also ensures that the department carries out its mission, which is:
“to promote rural and community development and to support vibrant, inclusive and sustainable communities throughout Ireland."
The Minister is the ultimate decider of departmental policy within the overall context of government policy.
